Why is it hard to find an American mahjong set in the UK and Europe?

Most sets sold in UK and European shops are Chinese, Hong Kong or British-style sets. They have 136 or 144 tiles and few or no jokers, so they cannot play the hands on the NMJL card. An American set needs jokers, flowers and suit tiles with index numbers. If a listing does not mention 8 jokers, it is not an American set.
